SCADIA Recruitment

The Supervision Committee for expansion of the Abu Dhabi International Airport (SCADIA) was formed following an Abu Dhabi Executive Council Decision (Decision 36, Session 7/2004) issued in May 2004.

The Decision grants SCADIA the authority to supervise the implementation of the expansion program through all its phases and until its final delivery. SCADIA has been given full authority to manage and follow up the implementation of the project.

SCADIA is therefore mandated to assign advisors, consultants and contractors, aprove design, tendering and awarding projects to contractors for all the phases of the project to its final completion.
 
It recruits following professionals for its operation.
 
Design Project Manager
 
Qualification

Description
To manage and coordinate all design aspects of the assigned project through internal and external resources. To coordinate and interface with all discipline design managers and construction and commercial department.
 
Program Coordinator

Description
• Collation, compilation of all technical input from internal and external parties required for program management reporting.
• Development of reports, analysis, documentation and briefs.
• Expediting and coordinating with all external parties on issues related to program management
• Updating and maintenance of program management tools and reports.
• Research and documentation of outside sources for the aspects of work that benefit the program. 
 
 
Design Engineer (Civil / Structural)

Description
Design Engineer - Structural
a. Review and approve design drawings for Bridges/Flyover which includes but not limited to Span structural details in terms of steel reinforcement and requirements for post/per-tensioning, pier design, embankment design, expansion/construction joints, and all other design related parameters.
b. Review and approve design drawings for Tunnels which includes but not limited to structural details in terms of steel reinforcement, pile design, concrete reinforced retaining walls, expansion/construction joints, and all other design related parameters.
c. Review and approve material submittals and test certificates related to structural elements such as but not limited to concrete, reinforced steel, tensioning cables, bearing pads, and all other related materials.
d. Conduct technical meetings and workshops related to structural elements and progress. 
 
 
Design Engineer (Civil / Roads)

Description  
Design Engineer - Pavements & Transportation
a. Review and approve design drawings regarding road pavements for both roads on grade and elevated roads on structures, embankments or reinforced earth, which includes but not limited to Asphalt, sub-base, sub-grade, curb stone, concrete barriers (New Jersey Barriers), road marking, and all other design related parameters.
b. Review and approve design drawings regarding road alignments for roads on grade, elevated roads on structure, embankment, or reinforced earth, which includes but not limited to horizontal curves, vertical curves, sight distances, weaving distances, vehicle speed design, on/off-ramp design, and all other traffic design related parameters.
c. Review and approve traffic impact study methodologies for traffic forecasts/derivations and road capacities such as but not limited to number of lanes, parking requirements.
d. Review and approve material submittals and test certificates related to pavement elements such as but not limited to asphalt, wearing coarse, base coarse, tack coat, soil classifications, aggregate, concrete, paint, and all other related materials.
e. Conduct technical meetings and workshops related to structural elements and progress. 
 
ICT Manager
 
MINIMUM QUALIFICATIONS/EDUCATION/EXPERIENCE/TRAINING/KNOWLEDGE:
Bachelor / Masters degree preferably in and IT or Communication related subject.
Fifteen Years of industry experience where at least eight years in active management of engineering for both design and construction on similar scope and complexity projects can be demonstrated.
Aviation and airport experience is a must.
Excellent communication skills in English (written and verbal).
Experience in UAE preferred.
Experience on airports or major multi disciplined essentials.

Description
Streamlining and managing the ICT aspects of all projects across the program.
Through IT Support Manager and team, managing the provision of IT services at SCADIA offices
Coordinating with end-user and stakeholders for establishment of requirements and facilitation and problem solving through all phases of the project.
Coordinating with Design and Construction Departments in identifying and resolving engineering issues.
Coordinating with resources from Program Manager, Consultants, Contractors regarding design activities. - Coordinating the development of Request for Proposals for design and implementation projects.
Coordinating with all other disciplines managers for all projects and through interface management team.
Monitoring and managing resources of third party engaged for design activities, whether Program Manager or Consultant.
Developing, implementing and monitoring the departments management system procedures and forms
Coordinating with QA/QC and HSE departments to ensure meeting SCADIA's objectives and well being of personnel.
Identifying training requirements for their subject personnel.  

Risk Administrator

MINIMUM QUALIFICATIONS/EDUCATION/EXPERIENCE/TRAINING/KNOWLEDGE

Minimum 10 plus years experience Project Management, Project Engineering, or Quantity Surveyor on projects of similar scale.
Prefer minimum of 1 year experience in construction based risk management.
The Risk Administrators at this level are required to be fully conversant of construction practices, contractor work processes, project scheduling and monitoring with current experience in construction cost estimating. This includes experience in monitoring, and administering, and providing analysis on project risks, contract and contractor evaluations and problem resolution.
Experience in UAE preferred.
Experience on airports or major multi disciplined essentials.

Description  
This is a position within the Programme Management Team, this position is a position focused full-time on controlling the integrity and risk for the Capital Development Programme.
The Risk Administrator is responsible for controlling the integrity and risk of the Capital Development Programme and will include integrated management of consultants, engineers, contractors, architects and the like.
Must be able to demonstrate significant experience with construction practices, contractor works, and project scheduling preference given to individuals with large programme experience.

Interface Engineer/ MEP

Eight Years of industry experience where active management of interfaces for both design and construction can be demonstrated on projects of similar scope.
Excellent communication skills in English (written and verbal).

Description
Assist in the development, implementation and monitoring of the interface departments management system plans, procedures and forms
Assist in the establishment, maintenance and updating of project-by-project as well as program-wide interface matrices identifying and registering all interfaces throughout the life of the project.
Coordination and maintenance of program interface Risk matrices for each projects / whole expansion program.
Coordination with Engineering and Construction Departments in identifying and resolving interface issues.
Coordination with resources from Program Manager, Consultants, Contractors regarding interface activities.
Monitoring and managing resources of third party engaged for stakeholder interface activities, whether Program Manager or Consultants.
Providing systematic reports to the program director  
 
QA / QC Engineer

MINIMUM QUALIFICATIONS/EDUCATION/EXPERIENCE/TRAINING/KNOWLEDGE:
Bachelor Degree in Engineering or applied Science with additional Quality Management certification.
Ten years of industry experience, with a clear demonstration of QA / QC management in large complex projects.
Excellent communication skills in both written and verbal English.
Experience in UAE preferred.
Experience on airports or major multi disciplined essentials.

Description
Assist in the Review, approval and enforcement of all third party QA / QC plans for all projects whether in design or construction.
Development and implementation of Risk based Construction Management Plans and Procedures.
Ensuring satisfactory implementation of site design control processes including; site queries, design change implementation, field engineering and redlining/as-built etc. and associated verification, validation and review activities.
Ensure the satisfactory establishment, implementation and coordination of program wide QA / QC requirements for the full cycle of procurement, delivery, installation, commissioning and testing activities.
Internal auditing of Design and Construction department s confirming satisfactory implementation of prescribed requirements.
Collaboration with Interface Manager on identification of potential risks.
