Follow-up on Sachar: More govt. jobs for Muslims

New Delhi, Aug. 31 (PTI): In a "historic" move to give a better deal to Muslims, Centre today said guidelines have been issued to improve their share in government jobs while a high-level Committee set up to remove "anomalies" in their representation in Lok Sabha and state assemblies.

In the follow-up action on the Sachar Committee report announced in Parliament today, the Centre has agreed in principle to set up an Equal Opportunity Commission to look into grievances regarding discrimination against Muslims.

It, however, remained silent on the Sachar Committee's recommendation favouring reservation for the most backward in the 150-million strong community.

Tabling the statement in Lok Sabha, Minority Affairs Minister A R Antulay hailed the move saying "it is a historic occasion and it is a historic statement".

In a 15-point action plan on the report of the Committee headed by Justice Rajinder Sachar that went into the social, economic and educational status of the Muslims, Antulay said that guidelines have already been issued to improve the representation of minorities in government, public sector enterprises, public sector banks etc.

Antulay said the high-level Committee has been constituted to review the Delimitation Act and the concerns expressed by the Sachar panel regarding anomalies in the representation of Muslims.

The Sachar committee had suggested a nomination procedure for political involvement of Muslims at the grassroots and had called for a "more rational delimitation procedure".

Such a procedure should ensure that constituencies with high minority population are not reserved for scheduled castes.

The Sachar committee, set up by Prime Minister Manmohan Singh in March, 2005, had concluded that Muslims were a deprived lot and their share in government employment was mere 4.9 per cent, indicating that all was not well for the community.

The government announced targeted intervention for improvement of basic amenities and employment opportunities in 90 identified minority concentration districts, which are backward in terms of various developmental parameters.

It also said appropriate measures will be taken to improve the deficiency in civic amenities and economic opportunites in 338 identified towns and cities with a substantial population of minorities.

Efforts will be made for stepping up priority-sector lending to minorities from the present level to 15 per cent in three years, Antulay said, adding public-sector banks will open more branches in Muslim concentration areas.

He said financial institutions will promote micro-finance among the minorities, especially women, and public sector banks will monitor the disposal of loan applications for them while recording reasons for rejection.

Three scholarship schemes are proposed exclusively for the minorities. The corpus of the Maulana Azad Education Foundation will be increased and its operations expanded and streamlined, the minister said.

An inter-ministerial group has been constituted to plan and monitor the implementation of a comprehensive programme for skill and enterpreneurship development among Muslims and for ensuring that they have easy and smooth access to credit.

The outreach of upper primary schools will be expanded, particularly for Muslim girls, and where necessary, with "girls only" schools.

The minister said more Kasturba Gandhi Balika Vidyalayas will be opened in areas with substantial Muslim population.

Priority, Antulay added, will be given to the opening of secondary and senior secondary schools in areas of Muslim concentration and a special literacy drive will be taken up in similar districts.

He said the madrasa modernization programme will be revised. The question of equivalence of qualifications from madrasas for subsequent access to higher education will be addressed, he added.

The government, Antulay said, has approved a revised coaching and remedial tuition scheme to improve the emplyability and academic performance of students belonging to minority communities.

Dissemination of information regarding health and family welfare schemes will be done in Urdu and regional languages and in districts, blocks and towns with substantial minority population.

Antulay said a comprehensive amendment of the Wakf Act is proposed to address existing deficiencies at the earliest.

A suitable agency will soon assist in the development of Wakf propertis so that the augmented income could be utilised for the purposes intended, he said.

Infosys to fund USD 150,000 annual award -TOI

BANGALORE: Infosys Technologies and Association for Computing Machinery (ACM) have signed an agreement to create a new annual award that recognises young scientists and system developers whose contemporary innovations are having a "dramatic impact" on the computing field.

The award, to be known as the ACM-Infosys Foundation Award in the Computing Sciences, would seek candidates globally and carry a prize of USD 150,000, an Infosys statement said.

The first recipient would be announced as part of the ACM awards programme in early 2008.

Instituted by Infosys through its philanthropic arm the Infosys Foundation, the award joins the roster of ACM awards that honour outstanding contributors to a range of computing applications, including computer architecture, theory and practice, education, humanitarian initiatives, software and major technical advances of an enduring nature.

Infosys Technologies Chief Executive Officer S Gopalakrishnan said Infosys wanted to work with ACM to recognise major research contributions in a timely manner.

"We want to honor contemporary innovation to ensure that the award goes to younger individuals whose scientific contributions in the computing sciences are significantly impacting the field", he said.

"Our goal is to identify breakthroughs that have broad implications well beyond the scope of the innovation itself, and that reflect an underlying scientific or engineering methodology that is remarkable for its rigour or for its sheer audacity", Gopalakrishnan added.

    Dear Nokia Customer,

    This is a product advisory for the Nokia-branded BL-5C battery manufactured by Matsushita Battery Industrial Co. Ltd. of Japan between December 2005 and November 2006. This product advisory does not apply to any other Nokia battery.

    Nokia has identified that in very rare cases the affected batteries could potentially experience over heating initiated by a short circuit while charging, causing the battery to dislodge. Nokia is working closely with relevant local authorities to investigate this situation.

    Nokia has several suppliers for BL-5C batteries that have collectively produced more than 300 million BL-5C batteries. This advisory applies only to the 46 million batteries manufactured by Matsushita between December 2005 and November 2006. There have been approximately 100 incidents of over heating reported globally. No serious injuries or property damage have been reported.

    Consumers with a BL-5C battery subject to this advisory should note that all of the approximately 100 incidents have occurred while charging the battery. According to Nokia's knowledge this issue does not affect any other use of the mobile device. Concerned consumers may want to monitor a mobile device while charging that contains a BL-5C battery subject to this product advisory.

    While the occurence in the BL-5C batteries produced by Matsushita in the time-period specified is very rare, for consumers wishing to do so, Nokia and Matsushita offer to replace for free any BL-5C battery subject to this product advisory.

    The BL-5C batteries which are subject to the product advisory were used with the following Nokia models or separately as accessories:

    1) Job description:
    Seeking an experienced .NET Architect with a strong background in distributed, n-tier web applications. The candidate will have a unique opportunity to work within an innovative framework built in .Net 2.0 to define, design, develop and guide implementation of cutting edge Web applications utilized by industry leading clients.

    As a member of the Architecture group, the individual would work on extending the existing application framework to better support distributed functionality, including developing distributed rendering functionality, intelligent caching techniques and optimized in-memory data querying and manipulation. These expansions would be within the context of a specific application with concrete deliverables and timelines.

    2) Responsibilities:
    *          Design and develop reusable software components
    *          Participate in design sessions with architects and developers
    *          Ensure code and design meets specifications, quality and security standards, and is maintainable
    *          Utilize industry standard techniques such as UML to document and interpret designs
    *         Work with Business Analysts to analyze and convert business requirements into scalable, robust and flexible designs
    *          Unit test software components
    *          Follow configuration management/version control policies
    *          Investigate and research defects, present solution with estimated work effort and implement

    3) Job Requirements:
    *          Passion, diligence, integrity, and exceptional aptitude
    *          Proven leadership capability and experience managing teams
    *          Ability to analyze business requirements and understand business value
    *          Experience estimating, planning, designing, and implementing n-tier software architectures
    *          8+ years of application development experience in some combination of enterprise architecture, software development, systems integration, package implementation, and interaction design
    *         3+ years building web application with ASP.NET and VS.NET, including an intimate knowledge of inner workings of the .NET web control and component model.
    *          3+ years of C#
    *          2+ years of Java, J2EE (distributed EJB experience a plus)
    *          2+ years of application architecture and design experience
    *          5+ years of Object-Oriented Programming (OOP)
    *          Deep implementation experience in Microsoft technologies used to build end to end solutions
    *          Broad knowledge of information technology, including but not limited to: distributed transaction processing, middleware, rules engines, and network communication
    *          Expert-level knowledge and experience in application security, scalability and performance
    *          Experience with relational databases (SQL Server, Oracle)
    *          Familiarity with modelling tools and the ability to read and construct basic UML diagrams
    *          Understanding and experience in implementing of design patterns

    4) General Qualifications:
    *          Excellent communication skills, both written and verbal
    *          Experience leading and mentoring other developers
    *          Ability to collaborate and communicate with members of other groups
    *          Experience working in small collaborative groups using Agile methodologies

    5) Additional Qualifications:
    *          Bachelor's Degree in Computer Science or equivalent.
    *          Masters degree in a related field preferred.
